PROVIDENCE, R.I. -- The state Labor Relations Board has found that state Education Commissioner Deborah Gist and other higher-ups in the department violated labor law in what it says was an attempt to keep employees from attending a union rally in 2010.
The finding, released Thursday, concerned an after-hours rally in support of teachers at Central Falls High School fired by School Supt. Francis Gallo early in 2010.
Though most of the 74 teachers regained their jobs, the question over whether Gist unlawfully tried to keep members of the department's Professional Employees Union from attending the rally has been simmering ever since.
At the heart of the dispute is an e-mail from Gist, warning she would not "hesitate to take action against any employee of RIDE who purposefully works to thwart RIDE policy."
The board said from its tone, it "clearly" amounted to a "gag" order.
